Google accounts are more entangled than most. A subscription applies to the account you redeem it against, and if you use Google for mail, documents or a phone then that account is probably already central to your life. Worth deciding deliberately which account you want it on before you redeem, because moving it afterwards is not straightforward.
Why a card is often the obstacle
Google's payment coverage is wide but not universal, and it is stricter than most about mismatches between the billing country on a card and the country the account is registered in. That combination declines a lot of legitimate purchases. Buying the plan as a gift sidesteps the billing relationship entirely.
